Change Motivation and Optimization Paths of China's Integration of Sports and Medicine Policies from the Perspective of Multiple Streams Theory
Based on the framework of multiple streams theory,this paper employs literature reviews and expert interviews to explore the change motivation of China's integration of sports and medicine policies in China and proposes optimization paths.It finds that problem streams,policy streams and political streams act as the motivation of the evolution of the integration of sports and medicine policies and the convergence and coupling of these three streams open the"policy window",thereby promoting policy changes.Based on these findings,it proposes the optimization paths:emphasizing the guiding role of problem streams to accurately identify the issues in the integration of sports and medicine policies;broadening the range of participants in policy streams to improve the solutions for the integration of sports and medicine policies;aligning with the value orientation of political streams to create a policy environment for the integration of sports and medicine;and seizing the key moment of the"policy window"to innovate the policy supply of the integration of sports and medicine at the appropriate time.
