Driving Factors and Practical Directions of Quality and Efficiency Improvement of National Fitness Public Service Governance Led by Digital Government Construction
Giving full play to the leading and driving role of digital government is not only the key force to promote the quality and efficiency improvement of national fitness public service governance,but also the core engine to realize its modernization.By using the methods of literature and logical analysis,this study systematically clarifies driving factors,blocking dilemmas and practical directions of digital government construction leading the quality and efficiency improvement of national fitness public service governance.It believes that the blocking dilemmas for this include that the top-level design of supporting policies is not sound,and the distribution of powers and responsibilities of multiple governance bodies is not clear;the ability to explore and expand business scenarios is insufficient,and the governance efficiency of collaborative innovation is not ideal;the circulation and sharing of data resources is not smooth,and the business scheduling of digital platforms is not flexible;and the level of intelligent operation and maintenance management is low,and the security protection of massive critical data is not in place.Accordingly,the practical directions are put forward to strengthen the top-level design of the digital construction of government departments and clarify the list and timing of the rights and responsibilities of multiple subjects in governance;to accurately identify the needs of national fitness public service business scenarios and promote the scenario application collaboratively and innovatively;to improve the data resource management system of national fitness public service and optimize the business process on its digital platform;and to improve the operation and maintenance management efficiency of the digital platform and strengthen the capacity building of data security protection.
