Resilient Governance of Large-Scale Sporting Events Under the Perspective of Overall National Security Concept:Logical Paths and Practical Approaches
The high complexity of large-scale sporting events brings new challenges to national security.Resilience governance,with its unique advantages,has become a fundamental way and path to deal with risks in large-scale sporting events under the perspective of comprehensive implementation of the overall national security concept.The logical paths of resilient governance for large-scale sporting events manifest in several ways:adaptive capabilities of event organizations and collaborative governance among multiple subjects to strengthen event safety and organizing;crisis recovery and cognitive enhancement of event organizations to improve event safety;and the effectiveness of collective and self-organizing behaviors of event organizations to optimize event safety actions.However,resilient governance of large-scale sporting events still face practical challenges such as outdated concepts and suboptimal structures,absence or misalignment of multiple subjects,inadequate facility planning and resource allocation,distorted information and poor communication.Based on these,the following practical approaches are proposed:promoting organizational adaptive innovation to strengthen the governance resilience of event organizations;absorbing and optimizing multiple subjects to create a co-governance framework for event subjects;advancing planning and resource matching to enhance event crisis recovery capabilities;and screening information and ensuring smooth channels to enhance the effectiveness of collective event behaviors.
