From"Dual Track Parallelism"to"Closed Loop Linkage":Effective Integration of Government Assistance and Charitable Support
In the traditional model of assistance and support,government assistance and charitable support operate in parallel,without forming complementary and collaborative forces,which can not maximize their effectiveness.Research grounded in the resource dependence theory posits that by leveraging each other's strengths to secure their respective resources,government assistance and charitable support can enhance their organizational efficiency,culminating in an effectively integrated"closed-loop linkage"comprehensive assistance and support model.An analysis across various dimensions—such as the institutional environment,shared platforms,collaborative subjects,service-based assistance content supply,and digital empowerment process linkage—highlights the practical need for an effective connection between government assistance and charitable support.Based on the"dual circulation"assistance and support system in Hangzhou,Zhejiang Province,the analysis examines the typical experiences of effective connection between government assistance and charitable support,focusing on the institutional environment,connection platforms,connecting subjects,connection content,and connection processes.This analysis leads to the proposal of optimization strategies across five levels.Ultimately,the"closed-loop linkage"comprehensive assistance and support system that effectively integrates government assistance and charitable support has led to an upgrade and iteration of the social assistance system in terms of concept,system,function,subjects,content,and methodology.
