摘要

"五水共治"是以治污水、防洪水、排涝水、保供水、抓节水为突破口倒逼转型升级,是推进浙江新一轮改革发展的关键之策.随着"五水共治"水环境改善的要求不断提高,作为重要举措的城市河道引水配水工作困境越来越突出,由此带来的其他问题也层出不穷.针对杭州市主城区河道引水配水设施现状存在的问题,分析城市河道引水配水工程建设影响因素,结合实际地理环境,提出了杭州市主城区河道引水配水规划设计方案思路,通过构建并验证水动力模型和水质模型计算河网流场,分区分片明确各河水流控制方向,并对规划应用成效进行了跟踪分析研究.结果表明,引水配水规划方案在项目实施情况、引配比情况和水质改善情况方面都取得了一定成效,为日后城市河道治理工作提供了参考价值和思路.

Abstract

The"Five Water Co-governance"(FWC),which includes sewage treatment,flood control,drainage,wa-ter conservation and water saving,act as the breakthrough to pushback the transformation mechanism.It is the key strategy to promote the new round of reform and development in Zhejiang.With the increasing requirements for water environment improvement of FWC,the important measures of water diversion and distribution of urban rivers have become increasingly prominent and caused various associated problems.In view of the problems existing in the cur-rent situation of water diversion and distribution facilities in urban rivers of Hangzhou,the influencing factors are analyzed.Combined with the actual geographical environment,the planning and design ideas are put forward.The river network flow field is calculated by constructing and verifying the hydrodynamic model and water quality model.The water flow control direction of each river is clarified by partition.The planning and application results are tracked and analyzed.The results show that the improved effect of water diversion and distribution planning scheme has been seen in project implementation,water diversion ratio and water quality,which provides reference value and ideas for urban river management in future.
