在大力推动城市更新背景下,研究了城市更新单元市政基础设施规划的技术路径.结合城市更新单元的市政基础设施规划特征,提出了开展系统性、精细化市政基础设施现状评估和规划评估内容,其中现状评估重在识别现状设施问题,包括设施服务能力分析、设施运行维护分析以及与景观协调性分析;规划评估核心为判断规划市政基础设施的承载能力,包括容量承载能力、风险承载能力以及服务条件分析.在评估的基础上,从强底线、提品质、显特色3个方面构建市政基础设施系统的规划策略.通过专项系统规划和统筹规划,制定具有针对性、可实施性的城市更新单元市政基础设施规划方案.基于湖北省武汉市三阳设计之都城市更新单元规划实例,识别了管道老旧、架空线密布、箱柜占道等主要现状问题,以供电、燃气、消防系统为例论述了规划评估内容.通过"地上地下、室内室外"复合集约建设思路,形成了推动地下管网更新改造、箱柜整治和垃圾源头减量等实施方案.
Research of Municipal Infrastructure Planning Based on Urban Renew Unit
Under the background of vigorously promoting urban renewal,this paper studies the technical roadmap of municipal infrastructure planning of the urban renew unit.Combined with the planning characteristics of municipal infrastructure of urban renewal units,systematic and refined assessments of both the current status and planning content of municipal infrastructure were proposed to conduct.The status assessment focuses on identifying the prob-lems of current facilities,including infrastructure service capacity assessment,operation and maintenance analysis,and landscape coordination analysis;The core of planning assessment is to judge the carrying capacity of planned municipal infrastructure,including volume carrying capacity,risk carrying capacity and service conditions analysis.On the basis of the assessment,the planning strategies of municipal infrastructure systems can be formulated from three perspectives of strengthening fundamentals,enhancing quality,and showcasing unique characteristics.The targeted and implementable municipal infrastructure planning scheme of urban renewal unit was done.Drawing upon the planning example of urban renewal unit by Sanyang design capital Wuhan in Hubei Province,the key existing issues such as aging pipelines,dense overhead lines,and containers occupying roads were identified.The content of planning evaluation of power supply,gas,and fire protection systems was discussed.The implementation plan is formulated includes the renovation of underground pipe network,box cabinet renovation and waste source reduction by comprehensive and intensive construction mindset of above ground and underground,indoor and outdoor.
