防汛应急指挥及灾后调查快速应用体系搭建与优化

防汛应急场景下通信保障及灾后调查快速应用体系,是在特大灾害发生时第一时间启动的快速有效且具有重要指导性意义的系统.在防汛应急场景下建立的通信保障及灾后调查快速应用体系,秉持"看得到、呼得通、调得动"的战略目标,应用无线电通信、远距离卫星通信、无人机测绘和360 °全景影像等技术手段,搭建了应急融合通信网络、灾后调查视讯采集和防汛应急调度指挥等3个系统,从前端灾害信息采集、位置信息传输、实时语音通信和后端数据集成分析等多方面综合切入,为资源配置、应急抢险、灾后重建工作的高效开展提供了信息指导.基于北京"23.7"特大水灾防汛及灾后调查现状,有的放矢地应用防汛应急指挥及灾后调查快速应用体系,有效提升了抢险效率,对灾害监测、抢险救灾工作均具有十分重要的意义.
Construction and Optimization of Rapid Application System for Flood Prevention Emergency Command and Post-disaster Investigation
Under flood control and emergency scenarios,the rapid application system for communication security and post-disaster investigation is rapid,effective and instructive that is activated at the first opportunity in the event of a mega-disaster.The system adheres to the strategic goal of'seeing,calling and mobilising',uses technical means such as radio communication,long-distance satellite communication,UAV surveying and mapping,and 360 ° panoramic image,etc.,builds three systems of the emergency fusion communication network,the post-disaster investigation video and audio collection and the flood control emergency dispatching command,etc.From the aspects of front-end disaster information collection,location information transmission,real-time voice communication,back-end data integration and analysis,provides information guidance for efficiently practice of resource allocation,emergency rescue,post-disaster reconstruction work.Based on the current situation of flood control and post-disaster investigation of Beijing's'23.7'catastrophic floods,the rapid application system for flood control emergency command and post-disaster investigation is targeted applied to effectively enhance the efficiency of the rescue work,which is of great significance to the disaster monitoring,rescue and relief work.
