东部沿海典型城市海绵城市专项规划编制探索

摘要
水是城市发展的重要制约因素,严重缺水和暴雨内涝并存是城市面临的普遍问题.为解决上述问题,我国各地政府大力推进海绵城市建设,并积极开展海绵城市专项规划编制工作.作为顶层指引,海绵城市专项规划需坚持问题导向与目标导向相结合,因地制宜采取"渗、滞、蓄、净、用、排"等措施,系统解决水安全、水环境、水资源等问题.通过分析海绵城市专项规划编制相关要求,以东部沿海城市台州市为例,分析城市自身条件和问题特点,从区域流域、城市、设施、社区等不同层面系统谋划构建健康水循环系统,形成切实可行的技术路线和针对性策略措施,以期为其他东部沿海城市海绵城市专项规划编制工作提供参考.
Abstract
Water is an important constraint factors of urban development.The coexistence of sever water shortage and flooding is common problems in cities.In order to solve these problems,the construction of sponge city is vigorously promoted by governments in China,the preparation of special planning is actively carried out.As a top-level guid-ance,the special planning of sponge city need adhere to the combination of problem-oriented and issue-oriented,take measures of"seepage,stagnation,storage,purification,use,discharge"according to local conditions to sys-tematically solve the problems of water security,water environment,water resources and other issues.By analysis of the requirements for the preparation of sponge city special planning,the eastern coastal city of Taizhou is taken as an example to analyze the city's own conditions and characteristics of the problem.From the regional watersheds,cities,facilities,communities and other aspects,the construction of a healthy water cycle system is systematically planned to form a practicable technical route and targeted strategies and measures,in order to provide reference for the preparation of sponge city special planning for the other eastern coastal cities.
