Shaping Cognition:Advocacy Strategies and Optimization Paths for Accessibility Policies—Inspection Based on the Shenzhen Special Economic Zone Accessibility Urban Construction Regulations
The construction of an accessible environment is not only a significant marker of social progress but also an important benchmark for the level of urban civilization.The promotion and advocacy of accessibility policies not only change public perceptions but also serve as a vital force in the implementation of these policies.From a social cognition perspective,this study examines the promotional strategies and communication status prior to the enactment of the first national legislation,that is the Shenzhen Special Economic Zone Accessibility Urban Construction Regulations.It aims to explore how pre-communication mechanisms can enhance the recognition and acceptance of accessibility policies.The findings indicate that key promotional activities play a crucial role in shaping understanding of the accessible city concept,including focusing on critical promotional nodes to advocate for accessibility,utilizing social media to promote accessibility initiatives,organizing positive and negative rankings to encourage participation in accessibility construction,and consolidating public consensus to facilitate accessibility legislation.However,challenges persist in the pre-communication process of these policies.These include the reliance on disability organizations as the primary advocates,insufficient involvement from other departments,a multitude of promotional activities at key nodes but inadequate frequency of ongoing advocacy,and limited effectiveness of social media outreach,which has yet to form a cohesive communication matrix.To optimize the enhancement of accessibility policy awareness,it is essential to establish a cross-departmental coordination mechanism with party and government oversight and responsibility,adopt strategies for ongoing and sustainable advocacy,and create a participatory mechanism empowered by technology and social media.
