新一轮审核评估以评估理念引领高校改革创新,强化"学生中心、产出导向、持续改进"的OBE教育理念,引导高校在健全、完善质量保障制度的基础上,培育"追求卓越"的质量文化,将质量制度的"刚性约束"与质量文化的"软性治理"有机融合、一体推进,促进高校内涵式高质量发展.地方应用型本科高校为顺应我国本科教育教学评估制度创新发展需求、保障应用型人才培养质量,应坚持OBE教育理念,以质量精神文化、质量制度文化、质量行为文化和质量物质文化为载体,将质量意识、质量标准、质量评价、质量管理等融入教育教学全过程,将对质量的追求内化为全校师生的共同价值追求和行为自觉,为学校提升教育教学质量提供持久内生动力.
Research on the Path of Quality Culture Construction in Local Application-oriented Undergraduate Universities Under the OBE Education Concept
The new round of audit and evaluation leads the reform and innovation of colleges and universities with the evaluation concept,strengthens the OBE education concept of "student centered,output oriented and continuous improvement",guides colleges and universities to cultivate the quality culture of "pursuing excellence"on the basis of sound and perfect quality assurance system,and organically integrates the "rigid constraint"of quality system with the "soft governance"of quality culture.We will promote the connotative and high-quality development of uni-versities and colleges.In order to comply with the innovative development needs of our undergraduate teaching eva-luation system and ensure the quality of application-oriented talents training,local application-oriented undergradu-ate colleges and universities should adhere to the OBE education concept,take quality spirit culture,quality system culture,quality behavior culture and quality material culture as carriers,and integrate quality awareness,quality standards,quality evaluation and quality management into the whole process of education and teaching.The pursuit of quality will be internalized into the common value pursuit and behavior consciousness of all teachers and students of the university,and provide lasting internal impetus for the school to improve the quality of education and teach-ing.
