资源与环境双重约束下的粮食生产用水效率研究

基于1999—2013年省际面板数据,利用Meta-frontier和SBM-Undesirable模型研究了资源与环境约束下的粮食生产用水效率,进一步运用随机效应的Tobit模型对粮食生产用水效率的影响因素进行分析。结果表明,受制于不同地区粮食生产的技术“鸿沟”,我国东中西部地区以及粮食主产区与非粮食主产区粮食生产用水效率存在较大差异;农业机械化程度、技术因素、人均粮食产量以及农民人均纯收入对粮食生产有显著影响;灌溉费的影响不显著,机械化程度逆向显著,说明节水灌溉设备并没有得到广泛使用,灌溉费及农业水价的制定不合理,没有起到促进粮食生产用水效率提高的作用。
Study on efficiency of agriculture water utilization under dual constraints of resource and environment
Based on the provincial panel data during 1999—2013, the agriculture water utilization efficiency under the constraints of resource and environment is studied using SBM-Undesirable and Meta-frontier model, and the influence factors of grain production water use efficiency is analyzed with random effect Tobit model.The results indicate that cause by the gap of grain production technology among different regions, there is big difference in the efficiency of grain production between the East and the West of China.The agricultural mechanization level, technical factor, per capita grain output and farmers'per capita net income all have influence on grain production. The influence of irrigation fee is not significant and the level of mechanization is rather significant, which means that water saving irrigation equipment has not been widely used, and irrigation and agricultural water price is not reasonable, in which case they do not play a role in promoting the efficiency of grain production.
