环巢湖地区沙河流域污染负荷总量控制及削减措施

针对巢湖污染负荷总量控制的问题,以巢湖二级子流域沙河流域为研究对象,基于对沙河流域水文特征、河道水质受损情况、污染源分布及源强评估分析,建立了陆域污染物负荷与水质定量响应关系,识别了流域重点控制区域,通过水文模拟模型(HSPF)模拟了流域污染负荷总量控制目标值,并制定了污染负荷削减分配方案。结果表明:在工业点源污染、生产区径流污染、村镇生活污水处理严格执行巢湖流域地方排放标准,镇区截污纳管率提高到80%,村镇坑塘治理率达到85%以上等削减措施情景下,各管控区域出口断面水质可达到目标水质考核要求。
Total pollution load control and reduction measures in the Shahe River Basin around Chaohu Lake
Aiming at the problem of total pollution load control in Chaohu Lake,the Shahe River Basin,the second sub-basin of Chaohu Lake,was taken as the research object.Based on the evaluation and analysis of the hydrological characteristics,water quality damage,the distribution and intensity of pollution sources,the quantitative response relationship between land pollutant load and water quality was established.Identify key control areas in the watershed,simulate the target value of total pollution load control in the watershed through the hydrological simulation program fortran(HSPF),and develop pollution load reduction and allocation plan.The results show that under the reduction measures such as,strict implementation of Chaohu Lake Basin discharge standards for industrial point source pollution,runoff pollution in production area and domestic sewage treatment in villages and towns,increase of township sewage interception and sewerage rate to 80%,and increase of village and township pond treatment rate to 85%or above,the water quality at the outlet of each control area can meet the target assessment requirements.
