"Two Deficiencies"in China's Educational Research and Reform
This study examines two critical deficiencies in China's educational research and reform efforts.The first deficiency manifests in two dimensions:vertically,there is an absence of consistent implementation strategies that effectively permeate through all levels;horizontally,there is a lack of essential supporting policies and conditions.Addressing this first deficiency requires researchers to adopt a"how-to-implement"mindset,translating theoretical concepts into practical operational frameworks.The second deficiency concerns insufficient coordination of reforms,both within and beyond the education sector.Within education sector,coordination demands a hierarchical approach that identifies and addresses all relevant factors and constraints.Beyond education sector,coordination largely relates to national governance mechanisms and involves the broader challenge of harmonizing educational development with social and governmental systems.This requires policy solutions from a comprehensive national perspective.
