高等学校县域办学:缘起、挑战及应对

随着我国高等教育普及化深入发展,高等学校向县域延伸办学已成为我国高等教育地方化的新趋势.本文对高等学校县域办学兴起和现状进行分析,指出高等学校县域办学存在的问题与挑战.在此基础上,结合乡村振兴和推进新型城镇化体制机制的战略要求,对高等学校县域办学定位、学科专业建设、人才培养模式和人事管理制度等方面进行探讨.同时,借鉴美、英、法等国家高等学校服务地方经济社会发展的经验,对进一步完善高等学校县域办学体制机制、提升办学水平、增强服务县域经济社会发展能力等提出相关政策建议.
County-level Higher Education Institutions:Origins,Challenges,and Response Measures
As the popularization of higher education in China deepens,the expansion of higher education institutions into county-level regions has emerged as a new trend in the localization of higher education.This study analyzes the emergence and current status of county-level higher education institutions,identifying the associated challenges and problems.Based on this analysis,and in light of strategic requirements for rural revitalization and new-type urbanization mechanisms,the study explores various aspects including institutional positioning,discipline and program development,talent cultivation models,and personnel management systems at county-level institutions.Drawing from the experiences of higher education institutions serving local social and economic development in countries such as the United States,Britain,and France,the study proposes policy recommendations for improving operational mechanisms,enhancing educational quality,and strengthening the capacity of these institutions to serve county-level social and economic development.
