基于合资铁路公司区域重组的运营管理模式选择研究

摘要
在合资铁路公司区域重组不断推进的背景下,部分合资铁路公司经营范围和规模扩大,如何选择运营管理模式备受关注.在分析合资铁路公司运管管理模式现状的基础上,结合企业能力理论、比较优势理论与铁路网络形态理论,构建合资铁路公司运营管理模式适用性理论分析框架,提出合资铁路公司运营管理模式选择原则、选择策略及保障措施.研究结论表明:委托运输模式目前依然是合资铁路公司实现科学有效经营管理的较优选择;仅当合资铁路公司具有足够规模且具备自管自营能力时方可酌情开展自管自营;合资铁路公司缺乏自管自营经验时还需据实设置过渡期.
Abstract
As the regional restructuring of joint venture railway companies continues,the business scope and scale of some joint venture railway companies have expanded,thus the selection of operation and management model has attracted much attention.Based on the analysis of the current situation of the operation and management mode of joint venture railway companies,a theoretical analysis framework for the applicability of the operation and management mode of joint venture railway companies is constructed considering the theories of enterprise capability,comparative advantage,and railway network morphology.The selection principles,strategies,and guar-antee measures for the operation and management mode of joint venture railway companies are then proposed.The research results indi-cates that the commissioned transportation model is still the preferred choice for joint venture railway companies to achieve scientific and effective management;Only when the joint venture railway company has the scale and ability for independent management and op-eration,can it does so in a proper way;When a joint venture railway company lacks experience in independent management and opera-tion,it is necessary to keep a transition period based on the actual situation.
