Strategies for the Operation of Coal Transportation Corridors in the Shanxi-Shaanxi-Inner Mongolia Region

摘要
晋陕蒙地区煤炭运输通道的建设是落实国家"双碳"战略导向、运输结构调整政策,健全煤炭内循环体系的重要组成部分.基于保障国家能源安全战略目标,结合现阶段晋陕蒙地区煤炭生产布局调整及能源安全,分析晋陕蒙地区煤炭运输通道功能分工及运输通道症结,根据晋陕蒙地区煤炭产销结构与趋势分析及煤炭运输通道外运量预测,提出晋陕蒙地区铁路煤炭运输通道格局调整优化方案,从煤运通道需求、运输企业运营2个方面,提出打通运输市场隐形"瓶颈",合理分流公路运量,降低铁路运营成本,提高铁路运输效率,优化铁路运输结构等运营对策.
Abstract
The construction of coal transportation corridors in the Shanxi-Shaanxi-Inner Mongolia region is an important part of implementing the national"carbon peaking and carbon neutrality"strategy,transportation structure adjusting policies as well as the coal internal circulation system.Based on the strategic goal of ensuring national energy security,this paper analyzes the functional divi-sion and challenges of coal transportation corridors,consideing the current adjustment of coal production layout and energy security in the Shanxi-Shaanxi-Inner Mongolia region.Based on the analysis of the coal production and sales structure and trend as well as the prediction of the outbound traffic volume of coal transportation corridors,a plan for adjusting and optimizing the railway coal transporta-tion corridor pattern in the region is proposed.From two aspects of coal transportation corridor demand and transportation enterprise op-eration,operational strategies such as breaking the hidden"bottlenecks"in the transportation market,reasonably shifting road traffic volume,reducing railway operating cost,improving railway transportation efficiency,and optimizing railway transportation structure are proposed.
