中老铁路跨境货物运输昆明集结中心建设探析

摘要
随着"一带一路"倡议深入推进,中老铁路极大促进了中国与老挝及东盟国家之间的互联互通.昆明中心站作为中老铁路跨境货物列车到发量最大的车站,具有地理区位显著、公铁联运便捷、设施规模领先等发展优势,在中老"黄金通道"上发挥着重要的国际物流集散作用.通过分析昆明中心站区位优势、集结效应和辐射效应,探索昆明中心站集结中转分拨过程,借鉴中欧班列集结中心建设经验,提出中老铁路跨境货物运输昆明集结中心建设策略:提升集结中心枢纽效能,加快交易中心功能建设,厘清国际联运安全要素,打通中老铁路物流通道,完善区域协调发展机制.
Abstract
With the implementation of the Belt and Road Initiative,the China-Laos Railway has greatly promoted the connec-tivity between China,Laos and ASEAN countries.Kunming Central Station,with the largest arrival and departure volume of cross-border freight trains on the China-Laos Railway,has development advantages such as geographical location,convenient road-rail in-termodal connection,and advanced facilities.It plays an important role in international logistics distribution on the Gold Corridor be-tween China and Laos.By analyzing the location advantages,gathering effect and radiation effect of Kunming Central Station,this paper explores the process of gathering,transfer and distribution of Kunming Central Station,and draws on the experience of the construction of service hubs for China Railway Express,proposes the strategy for the construction of Kunming Service Hub for cross-border freight transportation of China-Laos Railway:improving the service hub efficiency,speeding up the functional con-struction of the trading center,clarify the security elements of international intermodal transportation,opening up the logistics corri-dor of China-Laos Railway,and improving the regional coordinated development mechanism.
