High-quality development is the primary task of building a modern socialist country in all respects,and it is the theme of China's economic and social development during the 14th Five Year Plan and even longer periods.The high-quality devel-opment of high speed railway enterprises,as the important entity in the construction and management of high speed railways in China,is the key micro foundation for China's high-quality development.Taking the new development concept as the fundamental principle,this paper elaborates the theoretical logic of high-quality development of high speed railway enterprises and constucts a high-quality development evaluation index system.Drawing on the experiences and inspiration of high-quality development prac-tices of foreign railway companies,this paper proposes the strategies for the high-quality development of high speed railway enter-prises in China:adapting to the long-term development needs,continuously increasing investment in scientific and technological in-novation,improving diversified business management mechanisms,cultivating new drivers for green and low-carbon development,and strengthening international exchanges and cooperation.This provides the quantitative evaluation method for high speed railway enterprises to further promote the high-quality development in China.
