摘要

铁海联运作为铁路、水路运输方式的联运组合,具有较大的规模和成本优势,是有效降低全社会物流成本的重要途径.随着合肥地区集装箱铁海联运业务的快速发展,合肥铁路物流中心依托合肥北站、派河港站集装箱业务办理站,铁海联运市场发展潜力巨大.通过分析合肥地区集装箱铁海联运发展现状,提出合肥地区"一城双站"运输组织模式.在此基础上,探讨"一城双站"运输组织模式存在的问题,从内在推力和外在拉力2个维度,提出合肥地区集装箱铁海联运发展对策,构建"合肥北站+派河港站"公共信息平台,有效实现"合肥北站—派河港站"空箱互通、重箱互发的铁海联运模式.

Abstract

As a combination of railway and sea transport,rail-sea intermodal transportation has advantages in capacity and cost,and is an important way to effectively reduce the logistics cost of the whole society.With the rapid development of container rail-sea in-termodal transportation business in Hefei,Hefei Railway Logistics Center relies on the container business handling stations of Hefei North Station and Paihe Port Station,and the rail-sea intermodal transport market has great development potential.By analyzing the development status of container rail-sea intermodal transportation in Hefei area,this paper puts forward the transportation organiza-tion mode of One-city and Two-stations in Hefei area.On this basis,this paper discusses the problems existing in the transportation organization mode of One-city and Two-stations,puts forward the development countermeasures of container rail-sea intermodal transportation in Hefei area from two dimensions of internal pushing force and external pulling force,constructs the public informa-tion platform of Hefei North Station+Paihe Port Station,and effectively realizes the rail-sea intermodal transportation mode of two direction transport of empty and loaded containers between Hefei North Station and Paihe Port Station.
