China has been vigorously promoting the equal opening of railway projects to all kinds of business entities,and continu-ously improving the long-term mechanism for social capital to participate in railway project construction.Under the background of the new PPP mechanism,the railway investment and financing mechanism has ushered in new opportunities and challenges.By ana-lyzing the core points of the new PPP mechanism,this paper puts forward the basic connotation of the new PPP mechanism from the aspects of clarifying the supervision system,ensuring the participation of private enterprises,focusing on profitable projects,defin-ing cooperation modes,demonstrating project plans,and standardizing bidding requirements.This paper elaborates the deepening re-form direction of government-led,policy-led and market-led railway investment and financing system,and analyzes the problems faced by railway construction investment based on the new PPP mechanism.On this basis,this paper studies the innovative mecha-nism of railway investment and financing based on the new PPP mechanism,promotes social capital to actively participate in invest-ment in railway project construction,and continuously promotes the high-quality development of China's railways.
