The Impact and Disposal of the Red-Headed Document on Cost Estimation:A Case Study of the Regulation of Slag Truck in Wuhan City
Standard Construction Bidding Document and Construction Project Construction Contract(Model Text)both stipulate that when there is a legal change after the benchmark date that leads to an expenses increase in the contract performance process required by the contractor,except for the adjustment agreement caused by market price fluctuations.The interpretation of laws in its terminology definition includes laws,administrative regulations,departmental rules,as well as local regulations,autonomous regulations,separate regulations,local government rules in the location of the project,and does not include administrative normative documents.Based on the issue of the introduction of the'Red-Headed Document'for the rectification of slag trucks in Wuhan and the lagging guidance prices of local governments,this paper proposes principles for handling the impact of administrative normative documents on project costs and suggestions for modifying the Standard Construction Bidding Document and Construction Project Construction Contract(Model Text).
