摘要

区域综合立体交通网是城市群经济社会发展所需的资源要素流动的重要载体.我国迈入高质量发展阶段,如何将高质量发展内涵准确落实到具备"标尺"作用的交通指标上,是城市群区域有序协同发展的重要前提.通过构建城市群区域综合立体交通网的高质量发展水平测度模型,精准剖析城市群区域交通发展薄弱环节的同时引导城市群交通发展协同制度制订的方向;利用京津冀城市群统计数据进行了测度模型的应用,并以2020年长三角城市群交通指标数据作横向对比,研究表明:京津冀区域综合立体交通网在全国层面处于较高的高质量发展水平,但相较于长三角城市群在公路、铁路规模和交通方式的衔接协调方面还存在差距,建议强化制度设计,制定针对性的发展策略,着力于提升河北交通能级以实现高效对接.

Abstract

The regional integrated stereoscopic transportation network is an important carrier for the flow of resources required for the economic and social development of urban agglomerations.As China progresses into an era of high-quality development,the precise incorporation of high-quality development principles into the traffic indicators,which function as a"benchmark",is an essential prerequisite for the orderly and coordinated growth of urban agglomerations.Through the construction of a measurement model of the high-quality development level of the regional integrated stereoscopic transportation network in urban agglomerations,the weak links of regional transportation development in urban agglomerations were accurately analyzed,guiding the formulation of the traffic development coordination system in urban agglomerations.The measurement model was applied with the help of the statistical data of the Beijing-Tianjin-Hebei urban agglomeration,and the traffic index data of the Yangtze River Delta urban agglomeration in 2020 was compared horizontally.The research indicates that the Beijing-Tianjin-Hebei regional integrated stereoscopic transportation network is at a relatively high level of high-quality development on a national scale,but it lags behind the Yangtze River Delta urban agglomeration in terms of the scale of roads and railways and the coordination of transportation modes.As a result,it is recommended to enhance institutional design,formulate targeted development strategies,and prioritize the strengthening of Hebei's transportation capabilities,so as to achieve more efficient regional integration.
