From"Pul"to"Baozang":An Analysis of the Monetary Governance Strategies in the Western Frontier During the Qianlong Period of the Qing Dynasty
During the reign of Emperor Qianlong of the Qing Dynasty, two kinds of currencies were suc-cessively issued in the western frontier of China:Xinjiang's Pul and Xizang's Baozang. In the same dynasty, the two kinds of circulating currencies issued in the frontier areas had certain similarities and differences. The process of currency issuance showed the effective combination of"unification of sovereign"and"rule based on the customs"in Qianlong's frontier financial policy. At the same time, due to the differences in the influence of different regimes on Xinjiang and Xizang, the focus of the Qing Dynasty's financial governance strategy in the southern of the West and northern frontiers was distinguishing. In Xinjiang, the Qing Dynasty was commit-ted to gradually completing the integration of the border and the interior. In Xizang, the Qing Dynasty took the opportunity to emphasize the political prestige of its neighboring foreign vassal states, and at the same time the beginning of Emperor Qianlong's national consciousness and thought of monetary sovereignty were embodied. The implementation of two new currencies in the western frontier profoundly reveals the historical process of the formation and development of China's unified multi-ethnic country, which is of great significance for maintai-ning national unity and frontier stability.
