The Important Guarantee for"Lifting Restrictions on the Market"and"Ensuring Effective Regulations":Constructing a Government Responsibility System with Chinese Characteristics
Straightening out the relationship between government and market is a crucial aspect of transforming govern-ment functions and optimizing the government responsibility system.With the continuous advancement of comprehensive-ly deepening reform,some important decisions on comprehensively deepening reform and fully advancing Chinese-style modernization were put forward on the Third Plenary Session of the 20th Central Committee of the Communist Party of China.These decisions not only put forward new requirements for the transformation of government functions,but also provide a new practical platform for deepening the optimization of the government responsibility system and enhancing the government's ability to fulfill its responsibilities on a new historical basis.However,the existing research on optimiz-ing the government responsibility system is still insufficient,and there are also deficiencies in related work.These issues have restricted the effective implementation of the important guiding principles proposed in the decisions,which require the government to be both"lifting restrictions on the market"and"ensuring effective regulations".Overall,in the process of the adjustment of the relationship between the government and the market with"lift restrictions"as the keynote,it is necessary to fully utilize the historical opportunities provided by further comprehensive deepening reform,and explore the relationships and related issues between the certainty and ambiguity,integrity and partiality,and the phased and long-term essence of the government's responsibility system and its ability to fulfill responsibilities.By promoting the matching of responsibilities and resources,the organic integration of responsibilities and powers,and optimizing the government's operational mechanisms,it is possible to address systemic and mechanical issues such as the habitual thinking of"integra-tion of management and responsibility"and"the lack of elasticity"in the government's responsibility system.By all the measures above,it's also possible to stimulate market vitality,enhance government efficiency,and promote the construc-tion of government responsibility system with Chinese characteristics into a new stage.
