海上油田施工方案的管理优化与探索

摘要
随着海上油气资源开发力度的加大,油田施工量逐渐增加.施工方案作为施工项目的实施指导书,对于保障施工质量、提高施工效率有重要作用.在实践中,常规的方案管理办法难以有效管理数量激增的施工方案,暴露出方案标准化不足、审批签字效率低下、文档管理难度大等多项问题.渤海油田某作业公司通过发起"施工方案管理提升行动",建立一套合规化、标准化、智能化、数字化的施工方案管理体系,起到保障编撰质量、提高审批效率和强化文档管理的作用,为其他海上油田的施工方案管理提供借鉴.
Abstract
With the development of offshore oil and gas resources,the amount of oilfield construction has gradually increased.As the implementation instruction of the construction project,the construction scheme plays an important guiding role in ensuring the construction quality and improving the construction efficiency.In practice,the conventional scheme management method is difficult to effectively manage the increasing number of construction schemes,exposing many problems such as insufficient standardization of schemes,low efficiency of approval and signature,and difficulty in document management.An operating company in Bohai Oilfield initiated the"Construction Scheme Management Improvement Action"to establish a set of compliant,standardized,intelligent and digital construction scheme management system,which has played a good role in guaranteeing the compilation quality,improving the approval efficiency and strengthening the document management.It provides a reference for the construction scheme management of other offshore oilfields.
