摘要
科研经费是科学研究活动的重要保障,有效管理科研经费是保障科研质量和效率的关键.自主权与责任制是"包干制"科研经费管理的 2 个基本要素,在阐述两者的内涵与关系,分析自主权与责任制之间界定清晰性、平衡稳定性、参与主体协调性等方面所存在的问题的基础上,从寻找自主权与责任制之间的平衡点、提高科研从业者的道德标准和诚信观念、充分有效利用先进信息技术等方面出发,提出科研经费"包干制"管理建议.
Abstract
Research funds serve as a crucial safeguard for scientific research activities,and the effective management of research funds is a key factor influencing the quality and efficiency of research.Autonomy and responsibility are two fundamental elements of management of research funds under contract responsibility system.This paper expounds the connotation and relationship of the two,and analyzes the problems existing in the definition,balance stability and coordination of the participants between autonomy and responsibility.Suggestions for managing research funds under contract responsibility system are proposed from the perspectives of finding a balance between autonomy and responsibility,improving the moral standards and integrity concepts of scientific research practitioners,and fully and effectively utilizing advanced information technology.
