Universities are important battlefield for scientific research work,and delegating power,improving regulation and upgrading services in management of scientific research funds play a significant role in improving research efficiency of university teachers and students,and stimulating innovation and creativity enthusiasm.Although significant results have been achieved in the delegating power,improving regulation and upgrading services of scientific research funds,there are still problems in fund management,such as rigid budgeting,low level of informatization,and lack of financial assistants.Therefore,it is necessary to further optimize specific measures for scientific research fund management,for example,deepening the exploration of the"lump sum system"management mode of scientific research funds,fully utilizing big data technology to improve informatization management level,establishing the scientific research financial assistant system,and improving the supervision mechanism of scientific research funds,which can significantly improve the efficiency of scientific research fund management,and better play the backbone role of universities in national scientific and technological self-reliance and self-improvement.
