Theoretical Logic and Optimization Path for Coordinated Policy on Scientific and Technological Innovation Talents in Guangdong-Hong Kong-Macao Greater Bay Area
Using policy text analysis,combined with supply-type,demand-type,and environmental policy tools and five types of talent development and management policies including talent introduction,cultivation,mobility,evaluation,and security,the degree of coordination between the science and technology innovation talent policies of the 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area from 2000 to 2020 was explored.The results show that there are several problems such as uneven allocation and application of policy tools,different levels of policy response,insufficient policy connectivity between cities,and imperfect talent evaluation policies.Therefore,from the perspectives of regional policy culture,talent policy coordination,talent evaluation,talent public service,and industrial policy,specific paths for optimizing the coordination of science and technology innovation talent policies are proposed to promote the rapid development of science and technology innovation in the Greater Bay Area.
