On Innovation of Internal Management System and Mechanism of Provincial-level Open Universities in China
To build a high-level open university,the innovation of internal management system and mechanism is the key issue.There are some problems in the management system and operation mechanism of provincial open universities in China,such as backward concepts,vague functions and powers,etc.,which hinder the high-quality and sustainable development of the universities.Following the principle of"the concept of open development is the key,the legal guarantee is the core,and the system incentive is the foundation",it is proposed to innovate the management system and mechanism from inside,break through the pain points and difficulties that restrict development,which is the only way for provincial-level open universities to achieve high-quality development.
