"网络议型民主"是一个具有整合性与通用性的新概念,适应了网络政治实践的要求.网络议型民主是以"议"为核心、贯穿整个网络生态过程的个议民主,并且带动了其他衍生性民主的发展.网络议型民主有其优势和不足:优势体现在其起点、过程、结果各个阶段始终以公平正义为取向;不足在于议而不决、议而不行、议大难小、议事难成、议情驱动极化等方面.促进网络议型民主健康发展,需要加强公共话题议程设置和权利保障机制建设,防止网络技术滥用,为其提供具有操作性的法律和制度保障.
Abstract
"Network Deliberative Democracy"is a comprehensive and universal concept that meets the re-quirements of online political practice.Network Deliberative Democracy is a kind of individual democracy with"deliberation"as its core,which runs through the entire network ecological process,and leads to the development of other derivative democracies.Network Deliberative Democracy has its strengths and weak-nesses.Its strengths lie in its orientation towards fairness and justice throughout the stages of initiation,process,and outcome;its weaknesses include deliberation without decision-making,deliberation without ac-tion,the challenge of deliberating on major issues versus minor ones,difficulty in achieving deliberative out-comes,and the polarization driven by emotional discussions.Promoting the healthy development of Net-work Deliberative Democracy requires strengthening the setting of public agenda topics,constructing mech-anisms for safeguarding rights,preventing the misuse of network technology,and providing operational le-gal and institutional safeguards.
