Private Economy and New Development Pattern:Development Dynamics and Promotion Mech-anisms
Accelerating the construction of a new development pattern is a major strategic plan to seize the initiative of future development,and the key lies in enhancing the development momentum of the new de-velopment pattern.First,the domestic cycle should be built on the basis of the main force of domestic de-mand,and a strong endogenous power support system should ensure that the domestic cycle led by domes-tic demand is unimpeded;second,the international cycle should be empowered by the domestic cycle,and a strong domestic and international double-cycle mechanism should be constructed to promote each other.In this process,the important position and key role of the private economy cannot be ignored.As an important part of the socialist market economy,the private economy can not only enhance the endogenous power and reliability of the domestic cycle,but also improve the attractiveness and impetus of the domestic cycle to the international cycle.From the perspective of the mechanism of the private economy to enhance the develop-ment momentum of the new development pattern,the high-quality development of the private economy can enhance the main force of domestic demand,form a virtuous cycle of two-way traction of supply and de-mand,help to improve the overall level of national scientific and technological innovation,promote institu-tional change and reform of the system,and enhance the quality and level of domestic and international double-cycle in the high level of opening up to the outside world.At present,the development of private e-conomy is faced with insufficient protection of property rights,market entry barriers,science and technolo-gy innovation policy imperfections and other problems that need to be resolved,duplication of construction,homogeneous competition,negative externalities and other issues that require the government's reasonable regulation and supervision.To this end,it is necessary to accelerate the construction of a high-standard market system and create a stable,fair,transparent and predictable business environment based on the rule of law for the development of the private economy;it is necessary to make efforts to strengthen the top-lev-el design and institutional support,and to provide reliable guarantees for the innovation of the private econ-omy;and it is necessary to further improve the macroeconomic governance system with the participation of many parties,and to guide the private economy to take the road of long-term,healthy,sustainable and high-quality development.
