The Adjustment of the Motivation Policies for Rural Teachers from Two Factor Theory
Rural teachers are the fundamental support for the development of more fair and high-quality rural education.To solve a series of problem of rural teachers'being unable to go down,to retain and to teach well,the motivation policies play a leverage role.The effectiveness of motivation policies depends on the degree of alignment between policies and the work needs of ru-ral teachers.Based on the policy text analysis and empirical investigation,and critically applying the Two Factor theory to compare the sequence of factors in policies and in the actual work of ru-ral teachers,it is found that both exhibit a stepped distribution pattern,but there are some differ-ences between them,these differences cause misalignment of motivation policies.The adjustment of policies follows a two-way approach.In the short term,local governments need to implement policies innovatively,tailored to local conditions from dual-effect factors,key factors,weak-moti-vation factors,hygiene factors,and inefficient factors in order to enhance the fit of motivation.In the long run,policies should guide work needs of rural teachers towards high-level satisfaction brought by educating itself,it is more suitable to the temperament of teachers as professionals and more conducive to the high-quality development of rural education.
