Transition Mode or Long-Term Goal?—Re-Examining the Development Direction of the Personnel Agency System in Colleges and Universities
Under the background of differentiated employment pattern of teachers in colleges and universities,personnel agency,as a supernumerary mode of personnel management market reform,has its objective inevitability and reality.However,personnel agency has been implemen-ted in colleges and universities for more than 20 years,and there have been different degrees of deviation and confusion no matter based on conceptual cognition or practical promotion,which have an adverse impact on the reform of personnel system and agent teachers.Under the general trend of the integration of employment in public institutions,the existing institutional resources and theoretical basis for the implementation of personnel agency in colleges and universities as a"long-term goal"will no longer exist.The defects of the system itself and the insufficiency of leg-islation make it impossible for personnel agency to break through the status wall of"unit per-son",and it only plays a transitional role in the reform of personnel agency in colleges and uni-versities.To clarify the development direction of human resource agency and realize the moderni-zation transformation of human resource management in colleges and universities,it is necessary to re-examine the college personnel agency institutional goals and practical difficulties,effective-ly balance the value mismatch of"efficiency"and"fairness"in the implementation of human re-source agency,get out of the misunderstanding of institutional absorption in traditional institu-tions,promote the reform of the full-employment system with the classified management of teach-ers,and constantly improve the legal norms to ensure the harmonious management of college teachers'labor relations.
