自贸区提质升级背景下国际化人才引育的问题与对策研究——以天津自贸区为例

文章以天津自贸区为研究对象,通过对国际化人才引才渠道、服务体系和培育路径的现状进行梳理,提出了存在的主要问题,如引才市场主体作用不明显,缺乏法律风险审查机制、评价机制尚不完善、发展配套服务有待提升、人才培养无法满足国际化发展需求等.为此,应实施数字化、市场化引才,建立健全风险防控机制,构建国际化人才生态体系,做精做强产教融合,推动在地国际化人才培养,以期为天津以及全国其他自贸区国际化人才引育提供借鉴与参考.
On the Problems and Measures of Introducing and Cultivating International Talents under the Background of Upgrading Free Trade Zones——Taking Tianjin Free Trade Zone for Instance
This article takes Tianjin Free Trade Zone as the research object.Through sorting out the current situation of talent introduction channels,international talent services and cultivation,the author puts forward the main existed problems,such as inconspicuous effect of talents introduction market entities,lack of legal risk review mechanisms,incomplete evaluation mechanisms,inadequate development supporting services,and the inability of talents cultivation to meet the needs of international development.To this end,it is recommended that a digital and market-oriented talent attraction mechanism should be implemented,a sound risk prevention and control mechanism should be established,an international talent ecosystem should be constructed,industry-education integration should be refined and strengthened,and a local international talent training system should be promoted,in order to provide references and insights for the cultivation and introduction of international talents in Tianjin and other free trade zones across the country.
