There are certain limitations in the foreign translation system of China's legislative texts,so it is necessary to proceed the institutional innovation without delay so as to adapt to the strategic requirements of foreign-related rule of law in the new era.Analyzing the institutional connotation from the perspective of new institutional-ism enables us to find that it encompasses such trebling attributes as rules,organiza-tions,and culture.This paper not merely argues for the institutional significance of foreign translation of China's legislative texts as a national translation practice,but also analyzes the current difficulties and innovative logic,on the basis of which,a proposal is made to carry out the government-led top-level institutional design to ex-pand the innovative thinking of foreign translation system of China's legislative texts from the three levels of rules,organizations,and culture.
