From"Brutal Enforcement"to"Rule of Law":Institutional Transition and Embedded Examination in the Governance of Social Contradictions and Disputes
Achieving institutionalized governance is a crucial task in advancing social governance modernization in China.Existing research on the institutional shift in managing social contradic-tions and disputes remains insufficient.The governance practices of the mediation center in District A,City X,demonstrate an institutional shift in managing social contradictions and disputes across three dimensions:structure integration,mechanism proceduralization,and action standardization.From the perspective of institutional embeddedness,this shift is influenced by the mass line,politi-cal pressure,and accountability mechanisms within the macro-institutional environment.This highlights that the focus on institutionalizing social contradictions and disputes governance should go beyond institutional construction to include the broader institutional context that affects sustain-ability and performance.
