Logical Path and Practical Directions for International Organizations Empowering Low-skilled Workforce to Upgrade Digital Skills
Digital technology is one of the current clusters of disruptive technologies in China's high-quality development,with productivity digitization driving the workforce to upgrade their digital skills.The low-skilled workforce is disadvantaged in the education and training market,and it is urgently needed to create an inclusive institutional system and atmosphere to activate the willingness of investment in digital skills and increase participation in digital education and training.The logical path and practical directions of international organizations in empowering the low-skilled workforce to upgrade their digital skills can serve as a model for China,with four specific dimensions:developing a top-level design for workforce digital skills development;ensuring equity of access to education and training in digital skills;providing inclusive digital job guarantees;developing digital talents towards the needs of the world of digital work.
