Research and Practice on the Sustainable Development Guarantee Mechanism of Professional Cluster in Higher Vocational Colleges—Taking the Professional Cluster of Packaging Engineering Technology in Tianjin Vocational Institute as an Example
In order to fulfill the requirements of"promoting the high-quality development of modern vocational education"in"Opinions on Deepening the Reform of Modern Vocational Education System Construction",we should focus on solving the current management mechanism dilemma faced by the construction of professional cluster,and improve the sustainable competitiveness of professional cluster in higher vocational colleges.From the perspective of system theory,the key elements of the guarantee mechanism for the sustainable development of professional cluster are constructed.They include organizational management mechanism,assessment incentive mechanism and dynamic adjustment mechanism.The paper puts forward the practical path to optimize the guarantee mechanism of sustainable development of professional cluster,that is to establish a"three-dimensional integration"collaborative management mode,a"trinity"assessment system of"daily inspection+performance assessment+year-end assessment",and a multiple evaluation system of"multiple subjects,multiple contents and multiple methods",so as to realize the tight coupling of various elements of the guarantee mechanism and effectively improve the sustainable competitiveness of professional cluster.
