Cost Management Risks and Countermeasures of Railway EPC Project
For railway EPC projects,the EPC general contractor is fully responsible for the whole process of project design,procurement,construction,trial operation and acceptance handover,and assumes full responsibility for the overall quality,safety,progress and cost of the project.This mode has the characteristics of unified organization and management,giving full play to the leading role of design,centralized procurement and rationalization of construction site.Based on the national railway projects,this paper analyzes the main risks of EPC general contracting mode in cost management,expounds from the aspects of budgetary estimate composition and index source of railway EPC project,preliminary work content and cost of the project,cost management work content and boundary,quota design and contract price adjustment,and proposes countermeasures,which can provide experience and reference for cost management of railway EPC projects.
