摘要

推动绿色高质量发展是促进生产方式根本性变革的关键.本文借助宽带中国战略这一外生政策冲击构造准自然实验,基于2011-2021年我国283个地级及以上城市面板数据,采用双重差分法首次评估了网络基础设施建设对绿色高质量发展的因果效应.研究发现,我国网络基础设施建设相关举措能够显著促进绿色高质量发展,经过一系列稳健性检验后,结论仍然成立.在作用机制上,网络基础设施建设可以通过促进绿色技术创新、推动数字金融发展,优化资源配置效率、降低能源消耗等途径促进绿色高质量发展.此外,我国绿色高质量发展存在显著的正向空间溢出效应,即本地区绿色高质量发展水平的提高会对空间关联地区绿色高质量发展产生积极影响.从异质性视角来看,网络基础设施建设对绿色高质量发展的影响在"胡焕庸线"东南侧区域、大中城市组更为明显.本文研究为准确理解网络基础设施建设推动我国绿色高质量发展的效应及作用机制提供经验证据.

Abstract

Promoting green and high-quality development(GHQD)is the key to promoting fundamental changes in production methods.This paper uses the exogenous policy impact of Broadband China strategy to construct a quasi natural experiment.Based on the panel data of 283 cities at or above the prefecture level in China from 2011 to 2021,the causal effect of network infrastructure construction on GHQD is evaluated by using the difference in difference(DID)model.It is found that the network infrastructure construction measures can significantly promote GHQD.After a series of robustness tests,the conclusion is still valid.In terms of mechanism,the construction of network infrastructure can promote GHQD by promoting green technology innovation,promoting digital finance development,optimizing resource allocation efficiency and reducing energy consumption.There is a significant positive spatial spillover effect in China's GHQD,that is,the improvement of the level of GHQD in a region will have a positive impact on the GHQD in spatially related regions.From a heterogeneous perspective,the construction of network infrastructure on the southeast of the"Hu Huanyong Line"and the large to medium-sized city group has a more pronounced impact on GHQD.The research of this paper can provide a strong and verified evidence for accurately understanding the effect and mechanism of network infrastructure construction promoting China's GHQD.
