政府环境责任能否促进绿色经济发展?——兼论制度、技术与理念的影响

摘要
地方各级政府履行环境责任对推动生态环境保护和经济绿色转型具有重要意义.本文基于2008-2022年我国285个城市面板数据,从制度、技术与理念三个方面探究政府环境责任对绿色经济发展的影响及其影响差异的来源.研究发现,政府环境责任不仅能显著促进本地的绿色经济发展,还对邻地城市具有正向空间溢出效应,但这种影响在不同的政府环境责任维度之间存在异质性.该结论在经过内生性问题处理以及更换空间权重矩阵等多种检验后,仍具有较好的稳健性.进一步分析发现,环境司法、数字化技术和绿色消费理念有利于增强政府环境责任对绿色经济发展的正向影响.本文研究为实现环境保护与经济效益"双丰收"局面提供有益的理论依据与实践参考.
Abstract
The local government should exercise the responsibility for ecological and environmental protection.It plays a significant role in promoting ecological protection and facilitating the transition towards a green economy.Based on the panel data from 285 cities in China from 2008 to 2022,this paper explores the impact of government environmental responsibility on green economic development and the sources of differences in this impact from three perspectives:institutional,technological,and ideological.The results reveal that government environmental responsibility not only significantly promotes local green economic development but also has a positive spatial spillover effect on neighboring cities.However,this impact exhibits heterogeneity across different dimensions of government environmental responsibility.This conclusion remains robust after several tests,including addressing endogeneity concerns and modifying the spatial weight matrix.Further analysis indicates that environmental jurisprudence,digital technology,and a green consumption concept can amplify the positive influence of government environmental responsibility on green economic development.This paper provides a beneficial basis and practical reference for achieving a win-win of environmental protection and economic benefits.
