区域数字贸易规则深化对亚太数字产业价值链合作的影响研究

摘要
基于2000-2019年19个亚太经济体的数据,本文构建了系统的区域数字贸易规则深度与亚太数字产业价值链合作度指标测度体系,并实证考察区域数字贸易规则深化对亚太数字产业价值链合作的影响效应.研究发现,区域数字贸易规则深化对亚太数字产业价值链合作具有显著的促进作用,且促进作用不仅具有持续性,还存在显著的规则类型、价值链合作模式和缔约对象异质性.调节效应检验发现,双边服务贸易壁垒差异越大或制度距离越小,区域数字贸易规则深化对亚太数字产业价值链合作的促进作用就越强.基于我国数据的特例分析发现,基于总体样本所得结论在我国情形下依然成立,且数据流动和知识产权规则深化对我国参与亚太数字产业价值链合作的促进作用更为凸显.本文为我国通过对标高标准区域数字贸易规则深度参与亚太数字产业价值链合作提供了有益借鉴.
Abstract
Based on the data of 19 Asia-Pacific economies from 2000 to 2019,this paper constructs a systematic indicator system to measure the depth of Asia-Pacific digital industry trade rules and the cooperation degree of Asia-Pacific digital industry value chain and empirical investigating the effects of the deepening of regional digital trade rules on the cooperation between the Asia-Pacific digital industry value chain.The results show that the deepening of regional digital trade rules has a significant promoting effect on Asia-Pacific digital industry value chain cooperation.This promoting effect not only has some continuity,but also has obvious heterogeneity in rule types,value chain cooperation modes and contracting parties.The moderating effect test demonstrates that the greater the difference of bilateral service trade barriers or the smaller the institutional distance,the stronger the promoting effect of deepening regional digital trade rules on Asia-Pacific digital industry value chain cooperation.Furthermore,the empirical study based on China displays that the benchmark conclusion is still valid in the case of China,and the deepening of the rules on data flow and intellectual property has played a more prominent role in promoting China's Asia-Pacific digital industry value chain cooperation.This paper provides useful reference for China to deeply participate in Asia-Pacific digital industry value chain cooperation with the help of high-standard regional digital trade rules.
