摘要

创新是新时代驱动我国迈向高质量发展阶段的关键动能.本文以国家创新型城市试点这一典型的扶持政策为切入点,借助多时点双重差分法,考察政府对创新活动的激励是否有助于城市在新的知识领域形成比较优势,实现技术演化范式的改变.研究发现,国家创新型城市试点政策不仅能够促进城市发展新的技术优势,还能推动城市走出创新活动的舒适区,在无关多样化领域实现向高复杂度技术的攀升.此外,政府对试点城市的倾向性研发投入和高新技术企业、科技研发服务业企业的集聚是两个主要的作用机制.本文从一个崭新的层面对国家创新型城市试点政策效应进行检验,为进一步推动该试点实施提供政策启示.

Abstract

Innovation is the key driving force for China to move towards a high-quality development stage in the new era.This paper takes the typical innovation support policy of"national innovative city pilot"as the starting point and uses the starggered differente-in-difference method to investigate whether the government's incentives for innovation activities can help cities form comparative advantages in new knowledge fields,and realize the change of innovation evolution paradigm.The research finds that the construction of innovative pilot cities can not only promote the development of new advantageous technologies in cities,but also help cities step out of the"comfort zone"of innovation activities and realize the climb to high-complexity technologies in unrelated and diversified fields.In addition,the government's tendentious R&D investment in pilot cities and the agglomeration of high-tech enterprises and technology R&D service enterprises are the two main mechanisms.This paper tests the effect of the national innovative city pilot policy from another brand-new level,so as to provide policy inspiration for further promoting the implementation of the pilot.
