海洋经济政策效力评价及其经济增长效应研究

本文从政策工具、政策目标和政策措施三个维度构建海洋政策效力评价体系,对1982-2023年间我国各部门发布的893份海洋政策文本的效力进行量化分析,通过建立扩展的柯布-道格拉斯生产函数实证检验海洋政策效力对海洋经济增长的促进效应.研究发现,我国各年度海洋政策效力总体呈上升趋势,但也存在后续增长动力不足、条均效力下滑、政策措施使用不均、部分政策目标关注度不够等问题.实证结果表明,我国海洋政策效力显著促进了海洋经济增长,并通过促成劳动力和资本向海洋经济领域的聚集来实现,且主要体现在海洋政策目标效力的产业优化升级类和生态文明建设类目标效力分量上.而海洋政策措施类效力的作用发挥不够理想,相关财政税收类措施和投融资类措施效力分量均对涉海劳动力和海洋资本存量形成挤出.为持续提升我国海洋经济政策体系效力,更好地促进海洋经济高质量发展.基于本文研究结论,建议积极出台新的全局战略性海洋经济发展系列政策,更多关注海洋经济发展布局、科技创新发展和对内对外协作目标的设定及实际效果,合理增加对投融资类措施的使用力度,注重各类政策措施的优化,从而促进海洋生产要素的聚集和增长.
Abstract
This paper constructs an effectiveness evaluation system of marine policy from three dimensions of policy instruments,policy goals and policy measures,makes a quantitative analysis of 893 marine policies issued by the departments from 1982 to 2023,establishes an econometric model to empirically tests the promotion effect of the effectiveness of marine policies on marine economic growth.It finds that the effectiveness of China's marine policies is generally on the rise,but there are also problems such as insufficient momentum for subsequent growth,declining average effectiveness,uneven use of policy measures and insufficient attention to some policy goals.The empirical results show that the fectiveness of marine polices has a significant positive promotion effect on China's marine economic growth,and it is completely achieved by promoting the accumulation of labor and capital in the marine economy,and it is mainly reflected in the policy goal effectiveness components such as industrial optimization and upgrading and ecological civilization construction.However,the effectiveness of marine policy measures is not ideal,and the effectiveness components of fiscal and tax measures and investment and financing measures have squeezed out the marine labor force and marine capital stock.In order to continuously improve the effectiveness of China's marine economic policy system and better promote the high-quality development of China's marine economy,it is suggested to actively introduce a new series of overall strategic marine economic development policies,pay more attention to the setting and actual effect of the policy goals such as the layout of marine economic development,internal and external cooperation and the development of marine scientific and technological innovation,increase the use of investment and financial measures reasonably,and pay more attention to the optimization of various policy measures,so that they can really promote the aggregation and growth of marine production factors.
