The U.S.Embedded Assistance to Pacific Island Countries in the Context of Indo-Pacific Strategy
Embedded assistance refers to a new type of aids requiring a country to embed its own govern-ance norms,system design and governance model into the governance structure of the recipient country,re-construct its governance system and governance capacity,and deeply influence its governance agenda and policy preferences.In order to meet the strategic needs of balancing China's rise,make use of the unique geostrategic value of the Pacific Island countries,protect Pacific hegemony and expand the influence of soft power,the United States has integrated the Pacific Island countries into its Indo-Pacific strategic frame-work,focused on implementing embedded assistance,and promoted the strategic coupling between the Pa-cific Island countries and the United States.The embedded assistance of the United States shows the charac-teristics of multi-agent participation and cross-sector collaboration,focusing on the output of governance experience,relying on alliance network,adopting contractual governance and embedding those in a wide range of fields.America's embedded assistance is implemented essentially in a flexible,covert and hypo-critical way,trying to shape the Pacific Island countries'cognition towards the United States governance structure and foreign relations with soft power in the great power competition,maintaining its discursive in-fluence and strategic control,and stabilizing the Indian-Pacific order dominated by the United States.How-ever,due to the relative decline of hegemony,conflicts of interest between some Pacific Island countries and the United States,and increased autonomy of the Pacific Island countries,the future effectiveness of embedded assistance to the countries will remain uncertain.
