Research and Analysis on the U.S.Research Security Policy
In recent years,the U.S.continues to intensify its security policy construction in the field of fun-damental research,using research security as a tool to suppress and contain China.On the conception of re-search security,the U.S.focused on the balance between openness and security in science during three sta-ges(the Cold War,the aftermath of the9/11 attacks,and the second decade of the 21st century).In recent years,the U.S.has introduced several research security policies at the levels of scientific decision-making,scientific funding agencies,and research institutes,gradually building a relatively complete system of re-search security policies.The U.S.'s promotion of research security policies is mainly based on geopolitical interests,concerns about the decline of its own technological status,misconceptions about knowledge and talent mobility in the context of globalization,the need to respond to paradigm shifts in fundamental re-search,and the need to reform technology control systems.In terms of policy content,the U.S.mainly con-trols scientific research security for researchers,research institutions,and research activities,and continu-ously explores new mechanisms and practices for research security management on this basis.The research security policy of the U.S.exhibits obvious characteristics in policy formulation,policy promotion,policy practice,policy linkage,and policy effects,including government-wide collaboration,deep involvement of national security and intelligence agencies,interweaving with research ethics and integrity,and being close-ly related to export controls and investment reviews,etc.,while forming a strong demonstration effect inter-nationally.The U.S.research security policy poses a long-term and serious challenge to China's technologi-cal and economic development,requiring effective policy responses.
