The Concept and Practice of"BRICS Plus"in the Framework of Peripheral Dialogue
"BRICS Plus"refers to a concept and practice of the dialogue between the BRICS countries and other emerging markets,developing countries and relevant international organizations.It emphasizes the"Global South"as its foundation,the development agenda as its priority,and fairness and justice as its key principles,and seeks to fight for and safeguard the overall rights and interests of the developing world with the continuous building of the network of the BRICS.During the ⅥⅢ BRICS Summit,China creatively pro-posed the concept of"BRICS Plus"based on existing"outreach"dialogue and successfully held the first dialogue between emerging market and developing countries.From then on,the BRICS peripheral dialogue began to go beyond the originally regional scope and gradually showed an evolving trend towards more south-ern countries.Although the institutionalization of"BRICS Plus"still requires further observation,it is in-creasingly favored by the"Global South"as a new platform for South-South cooperation and a new carrier of global governance.In order to maximize the potential of the"BRICS Plus"dialogue,the BRICS countries need to continue to forge an internal consensus on openness and inclusiveness,gradually establishing a fixed pattern of dialogue partners,and on the basis of proactive support for major initiatives of all parties,work-ing together with more emerging markets countries and developing countries to achieve new development re-sults in the areas of policy & security,economy & finance,and humanitarian & cultural exchanges.
