International Competition,Standardization Strategies and EU's Technological Power
Standards have been given new connotations in the geopolitical era.Mastering standards setting can exert influence on other countries and form a standard power in international relations.Major powers are engaged in fierce competitions around technical standards and have introduced standardization strategies to compete for the international standards setting and discourse power.In March 2024,the European Parlia-ment passed the landmark Artificial Intelligence Act.The bill is the world's first binding comprehensive arti-ficial intelligence law,aiming to set global standards for artificial intelligence regulation and help the EU become a leader in the field of artificial intelligence regulation.Actually,the EU has always maintained a strong influence in the field of international standardization and enjoys a technological first-mover advantage in the international competition.The EU has established a European standardization system governed by EU legislation,having the European Standardization Organizations and National Standards Bodies to achieve the unification of internal standards by integrating the standard setting and legislative work of its member states,the EU framework and the European level.The EU also pursues an international standardization strategy,and the signing of international agreements gives it the initiative to set international standards.The EU is in a leading,blank and backward position in setting the standard in the fields of toy safety,nuclear energy and radiation protection,and space debris.Through its institutional embeddedness in international organizations for standardization,participation in key processes of standard setting,and prioritizing international stand-ards,the EU has gained first-mover advantage.On the basis of its internal historical institutional heritage,the international standardization strategy of the EU has helped it gain advantages and grow into a technologi-cal power,providing inspiration for China's international competition in the field of international standardi-zation.
