International Legal Regulations on Marine Plastic Pollution and China's Response——From the Perspective of Negotiations on Global Plastic Treaty
The issues of marine plastic pollution have increasingly attracted international attention,and the governance of marine plastic pollution through international legal regulations has become an important way to alleviate the marine plastic pollution crisis.After going through the stages of generation and development,the international legal regulation of marine plastic pollution has been entering a critical stage of the negotia-tions on global plastic treaty.Based on the negotiation content of the four intergovernmental conferences on the global plastic treaty,the focus of controversy is reflected in the adoption of a full-life cycle approach to plastic,the balance of interests between developing and developed countries,the realization of global coop-eration in marine plastic pollution governance,and the establishment of the implementation guarantee mech-anism for the global plastic treaty.In the subsequent negotiation process,China should be guided by the concept of a community with a shared future for the ocean and strengthen its leading role in the global plas-tic treaty negotiations.At the same time,China can also take the negotiation of the global plastic treaty as an opportunity to timely promote the regional legislative process of plastic pollution in the East and South China Seas,strengthen bilateral and multilateral cooperation between China and those countries such as France,Russia,Japan,and South Korea in the governance of marine plastic pollution and contribute more effective legislative practices to the global governance of marine plastic pollution.
