Over-securitization and Chinese Approach to Promoting Arctic Security Governance
Over-securitization is the abuse of the concept of security.Some countries stick to the thinking and position of over-securitization,blindly pursue absolute security,generalize the scope of security,blur the boundaries of security governance,and exaggerate the degree of security threats.They even use exclu-sive and confrontational thinking,ways and means to politicize,instrumentalize and weaponize economic,trade,science and technology,humanities and other issues.Over-securitization in the Arctic region,which constantly highlights its strategic significance and commercial value,deserves special attention.As an im-portant stakeholder in Arctic affairs,China has always carried out Arctic cooperation to achieve the policy objectives of understanding,protecting,utilizing and participating in the Arctic governance.Facing with the increasingly complex and severe over-securitization in the Arctic region,it is important to jointly carry forward the common,comprehensive,cooperative and sustainable security concept,take a clear-cut stand against unilateralism and camp confrontation,and seize the historic opportunity of Arctic development with other countries by enriching the issues of Arctic cooperation,diversifying partners,enhancing the ability to serve Arctic governance,and shaping the positive public opinion.China is willing to work together with oth-er countries to meet the challenges brought about by Arctic changes,and actively promote the construction of a community with a shared future for mankind,and make contribution to the peace,stability and long-term development of the Arctic.
